European Commission Considers One-Year Delay to EUDR Implementation
On September 23, the European Commission announced it is considering a one-year postponement of the EU Deforestation Regulation (EUDR), potentially shifting its implementation from December 30, 2025, to December 30, 2026. The proposed delay reflects concerns about the readiness of the IT infrastructure required to support the regulation’s compliance framework.
Over the past year, the Commission has collaborated with stakeholders to develop this system. However, revised forecasts regarding transaction volumes, operator interactions, package imports, and internal data validation have raised concerns about potential system overload and critical process bottlenecks.
To mitigate these risks, the Commission has signalled its intention to delay the regulation’s entry into force, allowing additional time to reinforce and thoroughly test the IT infrastructure.
Implementing the regulation as originally scheduled could result in significant disruptions to key compliance activities, including operator registration, due diligence submissions, customs reporting, and data verification. The proposed delay is intended to ensure the system can manage these demands without compromising functionality or regulatory integrity.
Although the delay has not yet been formalised, FIRA will continue to monitor developments and provide timely updates. Members are advised to stay informed and consider pausing EUDR compliance preparations until further notice.
