Updated FIRA Flammability Guide Supports Industry Through 2025 Regulation Changes

The Furniture Industry Research Association has published a new edition of our Flammability Guide: Fire Safety of Furniture and Furnishings in the Home – A Guide to the UK Regulations (Revision 2 – February 2026).
This updated guide reflects the latest changes to the Furniture and Furnishings (Fire) (Safety) (Amendment) Regulations 2025, which came into force on 30 October 2025, and is designed to support businesses across the furniture supply chain as they adapt to the revised requirements.
Widely regarded as an essential industry resource, the guide provides clear, practical guidance to help manufacturers, importers, distributors and retailers understand the changes and maintain compliance with confidence.
The 2025 amendments mark the first step in modernising the UK’s fire safety framework for domestic upholstered furniture. They aim to simplify certain obligations, reduce unnecessary chemical exposure and better reflect how furniture is used in today’s homes.
Key updates covered in the guide include:
- Scope changes – Baby products such as cots, prams, car seats and highchairs are now out of scope due to their low fire risk and fall instead under General Product Safety Regulations (GPSR).
- Labelling – Mandatory swing tags have been removed, though permanent labelling under the 1988 Regulations remains a requirement.
- Existing stock – Products that were correctly labelled when first placed on the market may continue to be sold.
- Enforcement – Enforcement authorities now have 12 months (previously six) to bring legal proceedings for non‑compliance.
