New Flam Regs Update - FFFSR Amendment 2025 Laid in Parliament
OPSS has announced that the statutory instrument (SI) to update the Furniture and Furnishings (Fire) (Safety) Regulations 1988 (FFRs) was laid in Parliament on Wednesday, 30 April. The changes will come into force on 30 October 2025, in line with the UK’s World Trade Organisation obligations.
As announced in the policy paper, published on 22 January, the Government has taken immediate action to amend the FFRs to:
- Remove certain baby products from scope to address concerns about exposure to chemical flame retardants of young children, without compromising fire safety
- Remove the requirement to attach a display label to reduce burdens on businesses
- Increase the time limit for enforcement authorities to institute legal proceedings

OPSS will continue to carry out extensive targeted stakeholder engagement regarding the furniture fire safety review to support policy development, focusing on the outstanding issues highlighted in the policy paper. A progress update will be published later this year.
