New Government consultation on packaging waste recycling notices

Following the submissions to the 2021 consultation on the Extended Producer Responsibility (EPR) for packaging The Department for Environment, Food & Rural Affairs (DEFRA) has launched a new consultation based on elements of the Government’s response to the earlier consultation.

The result of the 2021 consultation found broad support for the principal of the Extended Producer Responsibility for Packaging but concern was expressed by many across the packaging sector that the proposed payment system was complex and maybe open to potential fraud. Therefore, the Government have proposed retaining the current Packaging Waste Recycling Notices (PRN) and Packaging Waste Export Recycling Notices (PERN) until a new comprehensive payment system that addresses all of the issues can be put in place. This would mean that the PRN/PERN system is retained until 2026/27.
